It could depend on a number of things. I would look for less than four, but it could be legitamitely up to maybe eight. Everytime the car is sold, it gets a report. If it goes to a dealer and they don't sell it quickly, it can go to auction ...

e.g., a Japanese import manufactured in 1999, but imported into the UK in 2006. Would that be counted as a pre-2001 vehicle for tax purposes? Or do they count registration as first registration of that individual vehicle in the UK?
I'm not 100% sure what on earth the Government is playing ...
