Because they are …
Because they are dumb and think that a crappy complex design is a better way to promote a new technology.
Also, if they make a good one, everyone will want to buy and they’ll be in deep trouble because they don’t actually have the technology resources yet to deliver millions every year. Along with the price, it’s the factor that helps them to slowly put some cars out there to some (rich/bad taste) people be the “lab rats” in long term feedback and give them some publicity.
